My fridge cools at the top but the bottom drawer is warm; what causes that?

In fridges with a back-wall evaporator, the air-circulation fan may have stopped or be blocked by ice, so cold air reaches the top shelf but does not spread down. Does frost building up inside mean the fridge needs regassing?
