What is the difference between a full service and just cleaning the filter?

Cleaning the filter is one step inside a full service visit. A complete service covers the evaporator coil, blower, drain pan and drain line, outdoor unit, electrical circuits and airflow at every diffuser. The technician leaves the owner with a clear picture of the whole system's condition, not just a clean filter.

Can you find out why some rooms are cooler than others?

Yes. The technician measures airflow at each diffuser and checks damper positions and static pressure in the network. The cause may be a closed damper, a leak in one section or a weakened blower. Identifying the exact fault requires a site survey because duct layouts vary between buildings.

When does the central system stopping point to a coil fault rather than the outdoor unit?

If the outdoor unit is running but the air at the diffusers is barely cool, the most likely cause is an iced or heavily fouled evaporator coil inside the air handling unit. If the outdoor unit has stopped completely the fault points elsewhere. A site inspection gives a clear diagnosis.
